Parents fight local council after receiving multiple fines for just dropping their kids off at school.

Primary school parents from Bentleigh East, Victoria, have been left outraged after receiving $161 fines because they stopped in the Kiss and Go zone, despite the fact cars are allowed to park there for up to two minutes.

Keren Bejerano-Barak was hit with an unexplained fine and is now leading the campaign against the council.

Mrs Bejerano-Barak told Daily Mail Australia she received a fine in June after dropping her seven-year-old daughter Lia to Coatesville Primary School.

The penalty notice said she had stopped in a no-stopping zone, despite her claims she used the Kiss and Go area.

She says that after eight years of parking in the same spot, she was outraged to receive the fine and immediately contacted the Glen Eira council.

‘I straight away called the council to see footage. They said they couldn’t take any photos because it was in a school area, which means they don’t have any proof,’ Mrs Bejerano-Barak said.

She claimed that the council’s response was to take the issue to court.

The mum received an overwhelming amount of support from other parents who had received the same fine after she revealed her experience on a community Facebook page.

‘Parents sent me their infringements to collect their data with the same fines, same penalty, same amounts,’ she said.

‘I want the council to take it seriously. This money is a lot of money for us,’ Mrs Bejerano-Barak said.

She said some of the parents had paid but many were waiting to hear the outcome of her court appearance.

‘They’re not just not giving me answers. They’re not giving answers to other parents.’

The Kiss and Go zones state a person can stop there for a maximum of two minutes and remain within three metres of their car.

  • Sorry she obviously wasn’t near her car if it was a kiss and go it’s not a parking spot you need to stay in your car or pretty much next to it. She obviously doesn’t understand kiss and go. Why does she need photographic proof if she is was in or near her car she never would of gotten the fine.

  • Does the inspector have a stop watch for every car? No way!!! No video means no proof. They would have to take photos showing arrival and departure times to prove it.


    • My thoughts exactly. When taking photos of the car they do a close up which means they can take photos without kids in it. No proof, no fine

  • Never heard of such a thing as Kiss and Go. Probably as the schools in my area are very small and there’s no need. I’d be furious too if I’d been fined for something I didn’t do.

  • It is such an unfair practice. Drop off and pick ups are a nightmare near every school, not enough parking, congestion etc. Honestly what do they want parents to do? It is a no win situation with the odds stacked against parents!

  • You always hear of people’s stories being fined near schools. I’m not yet at the stage of school drop off and pick ups but I hope there is a better solution once my kids are in school

  • When she only stopped her car to let her daughter out and didn’t pass the 2minutes I think there’s no ground for a fine, that’s where the drop and kiss zone is for !
    However many parents break the parking rules and it’s so dangerous at the drop off and pick up times, that I understand something has to change and fines could help.

  • No. I have never been fined at my children’s schools. But there were plenty of notices about parents not obeying the parking rules.

  • If she was following the rules I hope she wins if the council doesn’t like it they need to change the rules not just punish people not doing the wrong thing.
