Say no and put them on the floor.

This is quite common behaviour at that age as they can’t communicate / express themselves yet, it’s not a willful act. I think most importantly is to find out why your child is doing this, what happens just before she hits or bites. Their reaction is often a response to what happened prior to that; be pro active not reactive.
Use distraction to prefend escalation.
Make sure at all times you model good behaviour; smacking your child is not a good response indeed, how confusing would it be when you try to teach your child not to hit and you hit yourself ?
Show/model the social accepted behaviour. Tell for example that biting hurts and that a kiss feels better. Encourage your child to say sorry or make it right.

as hard (and annoying) as it sounds, try to stop it before it happens and don’t make a big deal of it. Just say i won’t let you bite and remove her from the person she is going to bite.
Also this is a developmental stage that many kids go through

I think they are both just phases I’m afraid.

Keep up the discipline and hopefully they will have grown out of that stage soon enough.
